Circulation of the memo is disputed
[edit]Darling admitted to writing the memo but not to circulating it. The matter of its circulation is disputed by Martinez who says that he had a single copy which he gave to Harkin. Some Democrats claimed that there was circulation of the memo among Republicans, which they deny. The distribution of the memo on the Senate floor is also argued to be a violation of its rules as well. I'm editing to state that the matter of its circulation remains disputed. If there's an admission forthcoming from Martinez or Darling regarding a different role in its circulation, then we will need to revisit this.

- There is no dispute here. One year later, no evidence has surfaced that a Republican senator other than Martinez had a copy. I will edit the page accordingly.--24.55.228.56 14:51, 1 April 2006 (UTC)
